Lt. Karen Hughes, heads the Vice Section of the Vice-Narcotics Bureau of the Las Vegas
Metropolitan Police Department. She is the first female lieutenant to head the Vice Section.
In this position she has had the opportunity to mentor other women in law enforcement
and looks for ways to create opportunities for other women to advance.
Her department is becoming a model for other law enforcement agencies for finding
productive ways to collaborate with federal partners and community groups. She has
brought many innovations to her unit in dealing with the perpetrators and the victims of
trafficking. She started a partnership with the IRS, which is more likely to get longer and
stronger convictions on tax evasion for violent perpetrators who are building empires than
local law enforcement can get for pandering or other charges.
When Lt. Hughes first came to the department, the emphasis was on arresting the
prostitute, regardless of age or circumstance, and less attention was paid to the
traffickers, pimps, and johns. Today her team looks at the plight of the victims, who are
usually transient and disconnected from family and other healthy support systems. She is
focusing on programs for prevention through faith-based groups, school personnel,
students and other service organizations.
